[Civilian] Lifeguard

Any civilian may play as a lifeguard with no application or invitation required.

The Lifeguard Service is a multi-purpose volunteer rescue and first-aid agency composed of civilian volunteers. Volunteer lifeguards are responsible for responding to drownings, water rescues, and first aid requests that occur in or around public or private beaches and piers.
